I didn't understand a single word of dialogue because I don't speak the language in this cartoon, but I still understood the plot and the jokes, and if I was able to do that then I'd say you managed to make a pretty well made short

[itemLabel's Last Minute Halloween]

I really liked this, itemlabel is not something I would expect to see on Newgrounds, but in my book, it's surely welcome, the animation is nice and goofy, reminds me of Homestar Runner for some reason, very well done!

Pretty chill, the art style reminded me of Adult Swim bumpers which I love, audio could've been better though, but judging from the art style I wouldn't be surprised if that was an aesthetic choice

Regarding the sound and aesthetic: I do like there to be a certain crunchyness to my cartoons. I like that you can tell they're made by a regular dude in his livingroom. No big studio here. It's mostly just me. And sometimes my friends give me a hand with voice acting.
